Karamanlis announced the veto before the NATO Summit in Bucharest

THURSDAY, MARCH 24, 2011

Greece will not allow membership of "FYROM" in Euro-Atlantic institutions, if not resolve the name issue before the NATO Summit in Bucharest, warned former Greek Prime Minister Costas Karamanlis met with former U.S. ambassador to Athens Daniel Speckhard, held in January 2008 year.

As stated in a confidential document from January 5, 2008 issued by the U.S. Embassy in Greece reported that Vikiliks, Karamanlis meeting with Speckhard said it is necessary to find a mutually acceptable solution which would involve complex name like "New, Upper, North or any of Macedonia "for international use and another name for internal use, before the NATO Summit in Bucharest, since Greece will not allow membership of" FYROM "in Euro-Atlantic institutions.

Karamanlis said that in response to the question of whether Speckhard could be made real progress in the process to resolve the name before the Bucharest Summit, which will be finalized later during the period of ratification of Macedonia's invitation to the Alliance. Karamanlis insisted that it was not acceptable to Athens and that the contract name must be reached before the summit. No decision Greece can not approve of Skopje's entry into Euro-Atlantic institutions, said former Greek prime minister.

Nimetz's proposal for a double name (Republic of Macedonia for internal use, and a compromise name for the UN, NATO and other international use), Karamanlis stressed that "Greece can not accept it, but the compound name would have to be used in all international forums, as well as the United States. "

The document that the U.S. Embassy in Athens has sent the State Department stated that Karamanlis declared a hard stance on the issue of Macedonia's name and he said he finished his part of the job and shows increasing intransigence of Skopje. According to him, much earlier Greek public is opposed to any use of the name, but that it has changed Once he is in power, which seemed to fall in ratings. Karamanlis said that he told the Macedonian leadership that further failure by the Greek side would mean a fall of any government in Athens.

The document, however, dated August 20, 2007 predecessor Dora Bakoyannis to replace the head of the Greek Foreign Minister Petros Molivijatis, which as stated, was close to Prime Minister Karamanlis said that the Prime Minister of Greece knows "diplomatic price for veto Macedonia's NATO without first resolving the name issue, but believes is necessary to bring Skopje at the negotiating table.

Molivijatis Skopje said that it expects to show a more realistic approach to the problem, but admits that Athens has no specific strategy to solve the issue and he expects it to try to make Washington. He believes that the United States together with the mediator Nimetz can build a strategy to resolve the issue by the end of the year (2007).

In a commentary on the U.S. Embassy in Athens on such views Molivijatis indicated that he unlike Bakoyannis is a partner, not rival that Karamanlis and his opinion is expected to be closer to the Greek prime minister.

U.S. interlocutors on Molivijatis said Washington is concerned about access to Athens to link the name issue with Macedonia's membership in NATO. Observed and that the Greek authorities have no specific strategy for solving the name issue and suggested more intensive dialogue between Athens and Skopje. According to the U.S. side, the Interim Agreement of 1995 remains a reference point for managing the problem if you find a solution to the name.

Molivijatis replied that Athens sees possibility for resolving the name issue before the NATO summit, but expressed doubt that one knows whether such a stance shared by Skopje and Washington. He asked whether the U.S. wants to engage in a quick resolution because according to him, "as Washington is with Athens, Skopje and UN mediator Matthew Nimetz to devise a strategy to resolve the issue by the end of the year. Warned that if the U.S. showed no interest in such problem could delay for years. Indicated that the Greek public believes Washington is the key to solving probelmot and that after the U.S. recognition of Macedonia's constitutional name, the Greeks believed that Skopje has the support of the first great empire.

The U.S. side stated that he was the worst possible scenario would be simple if Greece blocks Macedonia's NATO without making an attempt to resolve the name issue with the U.S. and other allies to condemn the violation of the Interim Accord of 1995.
