He has the power to remove public officials from their post, so theoretically he has the power to sack Dodik and to block the referendum. The Serbs are threatening to withdraw from all federal institutions in Bosnia if he does this.

Oh, I just read some further on it and it appears that he can do as you said as he is the ultimate power in Bosnia. Why do the Serbs feel that there is something wrong with the justice system? Shouldn't everyone be looking to fix whatever is failing there, must be pretty serious if RS is going to referendum for it...
